soak it in paint remover or paint thinner...wearing thick rubber gloves rub the pan with a rag until the paint is gone...if that don't get it all use steel wool to get the rest....wash it real good afterwards then coat it with pork fat or a light coat of shortening on the inside of the pan and bake it in the oven til the fat is rendered...repeat the fat coat and bake it until it has a nice slick coat on it

The best would be to sand blast it. If you can't do that, get a wire wheel that fits in a drill. That should take the paint right off. Be sure to wash it VERY well before you cook and eat from it.

Sand blasting, next best is with caustic soda or lye, maybe you should consider it a piece of art and just buy a new one, cheaper and safer
Paint thinner or mineral spirits and a stiff brush.
If you have a fire place, build a good fire with a lot of coals and set the cast iron in the fire. The fire will burn off the paint and leave you a good surface that will be ready for seasoning.
I advise not to sand blast , this will make the skillet pitted. burn it in a bed of coals brush it off witha wire brush after it cools then coat it with cooking oil and heat it in a 200 degree oven for about two hours . never use soap when washing and keep oiled when not using
