Cleaning stainless steel in public places?

Has anyone noticed that on stainless steel fixtures in public places (toilet paper dispenser in restrooms, elevator doors, etc.) the people who clean them spray them with something to make them shiny, but it makes them sort of greasy and then dust sticks to it? What do they use to do this??
