Careful of cleaning solutions. You might ware the date or mint mark. Maybe you could just soak them in plain hard water for a day or so, rinse and repeat.
I've always cleaned them with soap. Then after washing them with a bit of soap, I've used toothpaste. The toothpaste really does the job. It also helps if you have a toothbrush you don't need, one you can get from the 99 cent store is good. Also, afterwards, I wash them with a bit of rubbing alcohol. That's pretty much what I did when I'd take large amounts of change to the bank that was rusty, cos some banks won't take it rusty.
