Answers:
Go to a crafts store and get some DEKA cold water dye. You also need to get some soda ash to help set the color. These colors are very saturated and a thousand times better than the rit dyes you buy at the drug store. Wet the fabric before sticking it in the dye bath and then stir it around and let it sit for a while, stirring it once in a while. Don't let a part of it stick up over the surface or it will dye unevenly.
Use caution mixing the dye. It's a fine powder, you don't want to inhale it. maybe pour the dry contents slowly into a mayonaise jar filled about a third with water. Close the lid and shake the dye in thourougly so it is now liquid based and you won't breathe in the dust.

BEFORE you invest in any process, understand that the spots you have now will only be a different sort of spot after dyeing!
The color cannot be made uniform unless the entire garment is bleached or made a solid other color FIRST--or absence of color--otherwise the dye-over will result in a different color.
