How do you get ball point pen ink out of clothing??

I just recently found out hairsrpay gets pen ink out of clothing...but do you apply it BEFORE you launder the garment or AS SOON AS the ink is on the shirt???

The sooner the better after the stain is made. Certainly before laundering because washing and drying are likely to set the stain.
