where is the water inlet valve on a washing machine and how would i clean it out myself?

the inlet is in the back its probable not the valve but the screens in the inlet tubes to get them out take a screwdriver and dig em out . then clean em up by banging the crap out of them and running water over em to clean them .then reshape them and put em back in 100% different then hook and turn on h2o

It is underneath the sink.
You will have to take the racks off of the inside of the machine and dismantle the swinging arm. I am not sure what you have to clean out.

It isn't the problem..look at the machine where the hose enters it and the hose itself...one or both will have a wire mesh screen in them.
