How do you get a smell out of a rug from a basement flood?

it is like an old pair of tennis shoes--once they become bacterialized,no matter how many times you wash them you cannot completely erase the smell. And this bacteria is unhealthy. The carpet needs to be removed and replaced. If the main sewer line occasionally backs up,due to roots or whatever--you should consider vinyl for the floor,or something else which can withstand a sewage emergency. My personal feeling ( I am a plumber) is that carpet should NEVER be used in a basement,unless you have a lift station/French drain as an emergency backup to catch the sewer water near the main sewer pipe,and pump it out as it fills the lift station tank or French drain. If,however,the problem is somewhere inside of the house--for example a floor drain connected to the laundry drain which traps lint--your problem will be sludge instead of sewer water.

try charcoal ,it is known to take animal urine smell out of the wood on a floor, good luck
If it's bigger than your washing machine, take it to a dry cleaner to see if they can help you. Ask if they've ever done this type of cleaning before.
