I don't know how to prevent them. But I can tell you how I got rid of them.

Go to a hardware store or something similar (I went to ACE Hardware) and get an insecticide that includes MALATHION 50. A certain amount of this is diluded with water and sprayed on the infected area, such as the bed, headboard, carpet, and floorboards. These annoying pests can hide any sized crack and lay a lot of eggs. The spray will kill the bugs, but not the eggs. Expect to spray a couple of times, about every two weeks, until they are gone. Also, wash any sheets, pillows, or any fabric that could have come in contact with the bugs. If they can't be washed, spray them as well.

The key to getting rid of bed bugs is to be persistent. After all, they are.
