Are you talking about the marks on the street in front of your house or marks on your concrete drive/ sidewalk? If it is on the asphault roadway, that is the city's problem.
If it is on your sidewalk or driveway, would a bucket of hot laundry soap, some bleach, and a stiff scrub brush do any good?

Sorry cant help you. I thought you meant skid marks as in crap marks in your pants.
Go to home depot and they sell some gravel kinda stuff for you problem I think
there is a product called CLR Grease Magnet. It is supposed to remove oil, grease, and tar from concrete, terazzo, granite, asphalt, and other surfaces, this might be something you could try.
