Hi, I would also inform the landlord about the increase in roaches and rodents. That is just not fair to you. But, what you can do in the meantime is purchase some boric acid, (just be careful around your cat), and pour into cracks that may be in your cabinets and pantry. Once you pour the acid (which is a powdery form) into the cracks, cover the cracks with duct tape. Seal any cracks. Pour the boric acid into the air vents to. Line the perimeter of your driveway with it. Before I met my hubby, I too lived in an apartment with big roaches. My neighbor clued me in to the boric acid. It worked for me. I hope it works for you.

Do you own your property? If you rent contact the landlord. Or you could call the board of health.
Most times rat sightings will make board of health go banannas.
Tell them you saw one climbing on the inside of your neighbors curtains or something.
I would suck it up and move -- no way you will ever out-gross these people.

1. Contact Landlord if he is the same for neighbors and report them
2. Second get an exterminator, sometime this help for a short period of time
3. if all else fails move.
