how do I get burned milk off the bottom of my oven, I have used oven cleaner and vinegar.?

Place a dishrag soaked with sudsy amonia over the spill and let it sit for about a half hour. It should come off easy.

Try ketchup or stewed tomato's. Something about the acid I suppose eats it right up. Just spread it on the char and let it stand overnight. Works like a charm.
Use a caustic oven cleaner sprayed or brushed on and covered with a damp cloth for half an hour or longer. This should soften the protein and carbon sufficiently. Caustics are best, really, on fat deposits because they partially convert them to soap, however a combination of moisture and caustic should help with burnt protein as well.
put enough water in the bottom to cover the burned area. Then heat up the oven until the water starts to boil. Turn off the oven and scrape using a nylon spatula. be careful not to hit the heating element with the spatula.

put a good oven cleaner on the spot cover with plastic wrap let sit several hours then clean. the plastic wrap willl keep the oven cleaner from drying out so fast leting it work longer on the stain
Geno was right--to a point--preheat the oven to warm (200 degrees ) after you put the soaked cloth in the oven, If that doesn't work, use a scraper blade (razor blade in a holder--get at any hardware store-cheap) and scrape the rest of the residua off. In the future: put a layer of heavy duty aluminum on the floor of the oven(under the coil)
Hot up the oven then put a half cup of washing powder, pour on a little boiled water leave for 10 mins or so and wipe over with a scourer.
