What is the best way to clean tile floors?

Since you don't state the type or texture of the tile I'll offer this.
Textured tile, if you maintain it regularly, should clean up well enough with a squeeze sponge mop,,,perhaps with a scrubber on one side, and a decent detergent. Certainly you could use a two step method of a scrub brush and mopping, but that's effort you may not need to expend.
On marble or porcelein I use a water vinegar mix. It cleans well, and won't leave a film on the tile.
Always there may be stubborn spill stains or residue that take a bit more effort, but a general maintenance schedule should be relatively easy.

the first thing to do is, throw away all that other stuff. what i use is DAWN dish soap and maybe a little amonia. then get on your hands and knees and wash that floor. i have never believed in them mops, all they do is push the dirt around.
I found that no matter what the mop, sticking a dirty mop back into clean soapy water just doesn't make sense. I mix up my soapy water and plunge my mop into it, twist it to get rid of the excess water (there are attachments for this depending on the mop) and do a section of the floor. Then, when I see my mop is dirty, I go to the sink and wash the mop through till most of dirt is gone, then I put it back into soap bucket and do it again. This way I can do a large area and be sure it's clean. You don't have to let the water run and you can get by with just a trickle over the mop, so don't tell me it wastes water. The mop you choose is up to you. Tile is one of the easiest floors to maintain.
I use a floor wipe up mop I found at the dollor store for 10 dollars it has terry cloth heads you wet, mop, wash, the go on and off like a cornerd sheet This is a great find for me before this due to a back injury I could not mop my floors anymore
