Yes it does (will specific materials), the only clothes you can wash in hot water is white.. because the others, apart from shrinking loose there colour if its too hot.

Yes. It does shrink clothes. I think it also shrinks in hot water. But Im not sure how to avoid this.
your clothes have a tag on them that tells you how to wash them, you really should follow the suggestions, washing things in hot water, that do not need hot water(only whites should be done in hot water) can damage the clothes over time.

hot water will shrink wool and totally ruin it. Anything 100% cotton will shrink, but not enough to even notice. Read your care labels.

It depends on the quality of the garment. I wash all my clothes (Except WOOL) with pretty hot water 50°C+. I have a washer which heats the water and you can set the temp you want. Whites get washed with almost boiling water and nothing ever has shrunk!
