I've never felt a line dried towel that I considered soft. But I would suggest less soap, less towels in the load and rinse twice before putting fabric softener in. Towels tend to hold soap and dirt if they don't have a lot of room to wash and rinse.
Use liquid softner in the last rinse cycle. IF your drying them on the line they simple are not going to be as soft as if you dryed them in the dryer.
use a liquid fabric softner when starting the load or after washing add fabric softener and start a rinse only cycle!
after they are dry toss them in the drier for 5 minutes with a drier sheet, that's what i do...i don't think there is any other way it can be done
my allergy doctor told me to put everything in the drier after hanging them out to kill the pollen, especially bed sheets, it sort of kills the outdoor smell, but it still saves a whole lot of energy
hanging things to dry is what stiffens them, unless you have a windy day, hanging often gets you stiff clothes, an automatic dryer is the best way to keep stuff soft.
