this could be one of the hardest tasks to do, However I checked for you,and my source says that First cut out the burnt fibers; be sure you have a source for new fibers like a closet with the same carpet or an extra piece of the carpet.
Then using some construction adhesive (available at any hardware store, even in small tubes) dip the individual fibers into the adhesive and glue them in place where the burnt fibers have been cut out.
This only works for small patches like cigarette burns.
