Of course not silly. C3PO is a protocol droid. They are only good for negotiation, diplomacy, and translation. They will get all fussy when asked to do physical labor.
If you want to use a droid you could use an astro-mech like the R2 units, R4 units, or R5 units. They all have limited cleaning capabilities.
You're best off just going to the destroyer wash and getting it detailed and then hit up the dry cleaners on your way home.

Sounds like you need to clean your air intact. Hopefully a new indoor filter will cut down on the dust. Have you tried a dust bunny zapper? R2D2 might enjoy playing with it.

It might be best to put a dust skirting on R2D2 and where ever he goes he sweeps up the dust bunnies. Also give him an dust mop for those hard to reach areas like under the consoles.
