Sometimes when I run the dishwasher, not all the soap is used up, How Come?

The dishwasher repairman says DO NOT fill the little dispenser cup up with soap-you need to use only 1 Tablespoon. Also, oddly enough, he claims the powder dissolves more easily than the gel or cream formulas.

You could be using too much soap, the water lines could be plugged up, or the water temperature might not be high enough.
Place vinegar or a commercial dishwasher cleaner (available at most hardware stores) in the soap dispenser and run a cycle that way with no dishes inside. Then, the next time you run a load of dishes, use half as much soap.
If you follow that procedure and the dishes either aren't getting clean or there is still soap left over, get a repairman to take a look at it.

It could be the way you are loading the dishwasher. If I don't load mine the way it should be loaded, the water can not get to the soap dispenser to properly use the soap. You say sometimes so I think this could be the case.
Do not put regular liquid dish soap in the dishwasher or you will have a kitchen full of suds!
If your using powder try a liquid dishwasher soap.
Check your water temperature.
the water isnt getting hot enough.. try using liquid dishwashing soap.
