Get a swamp cooler or any outstandingly large aficionado. Keep it pointed at his window and when its sympathetic, keep it on. He will swot up very in the blink of an eye to keep his ashes to himself.

Are you drying your laundry off a veranda? If you are simply STOP take your laundry inside and dry it on a rack.. Most stores get rid of wooden drying racks that fold almost flat for storage or stainless steel for durability... There's also one that opens close to a tripod and stores like an umbrella QVC have it and it's not that expensive... You can even use that one for extra storage or for coats when company comes over ! I would just find another route to dry your laundry.. It's really not worth the hassle with the neighbor...
Buy a dryer.
