I work in pest control, so I can probably tell you what they are and how to get rid of them but need more info.
Exactly where are you seeing them? You have described them as small, how small? Can you tell me what shape they are? Maybe somewhat triangular?
Okay, sounds like Mill Moths which are aggravating and can be hard to get rid of. I do have pretty good news though, so bear with me...these have been brought into your home in some type of food product, most likely one containing grain (very common, not your fault). First, do you have any stored cat/dog food around your home? Or bird seed? Check any of those that may apply and you might easily find the originating infestation. If you find it, throw it away and do not store these products in any type of bulk. If you do have to store some of the above products, consider small amounts and putting them in a freezer.
Next, if it's not the above, go the the area where you store your foods. Empty out everything from the cupboard/pantry. Wash area down with bleach and water. Put ALL your foods, except cans and bottles, into plastic sealable bags. You are going to have to do this for quite sometime. The bags, in and of themselves, will not kill off the infestation but will let you know which product(s) are infested. You will actually see live activity in the bags. Of course, when you find these products, throw them away.
Eventually, you will rid yourself of these. Trust me, if you don't do the bag method, you will fight them for years and with no luck. Oh, and don't think that a product like Jello or something, still sealed in it's box can't be permeated. They can get in there and do. I actually had the little pests in both Jello and baking chocolate!

Let me guess... you have birds, right? I kept birdseed for feeding my outdoor friends and found out that I had bought a batch of seed that had those horrible moth eggs in them.
It took about two years to get rid of them! They infested my cereal boxes, flour bags, etc. There were larvae and/or eggs (didn't want to know which) attached to the undersides of my bare cabinets just waiting for new pantry items to come home!
Here was my final course of treatment -which was finally effective. 1) Freeze all incoming bird seed (to kill eggs). 2) Keep all flours in the refrigerator. 3) Stop using cereal for several months. 4) Transfer all dry dog and cat food to plastic bins, easy to clean. 5) Empty ALL cabinets, clean the snot out of them (including undersides of shelves), then spray the snot out of them with bug killer.
Then I had to go and purchase more snot for my nose :-)
