Weird Window Stains?

We recently cleaned our house and tried to verbs our tuop bedroom windows which have some sort of clear water looking stains on them. My mom think its acid precipitation or something and we`ve tried vinegar, window cleaner plus, rubbing alcohol, amonia, and two other cleaners offered by some glass specialists. Wondering if anybody else has any suggestions on removing fanlight stains. Also, I don`t know if this has any pressure but my dad thinks the window are defective and trapped some water surrounded by between the panes or something. I`ve see at least 3 of our neighbors replacing their upper horizontal bedroom windows as ably as their sliding glass door. Is it defective or can I try something else to verbs it?
