i did the same kind of thing today trying to get ink off of something in my kitchen. I think you have a good idea with the vinegar, but maybe you should try hot water from a kettle,with salt or vinegar,let it sit in a boal with the dirty part of the pants in the mixture that should help to at least loosen the stain.

It depends on the fabric. If a steam iron would damage the fabric, use just steam for a while, until the knit loosens, then press it.
I always vote for oxi clean for all stains and dirt...I would make a very loose paste out of oxi clean and rub into the dirt of the crease.....then wash pants in the machine just like you normally do...........good luck........and I am just guessing about your clothes....I only know what works for mine.
Try mixing vinegar & water and soaking a handkerchief in that solution, place the handkerchief over the old hem line and press with the iron, being careful not to keep the iron on too long.

Most cases you don't. The pants are factory made, pressed and formed. Once you have a hem of any kind, lengthen you will still see the crease. Sorry.
