It reduces shodowing while you are vaccuming. Also makes it easier to see dirt on the floor that you may have missed otherwise.

So when your vacuuming..you don't run over your own feet.
They were put on very first vacuums because the air that brought the dirt into the machine went trough the fan.So if you picked up a small object like a coin, marble or small stone it would break off a fan blade.
The newer ones aren't like that anymore so they are there to make it look better and does help to see I guess.
to light up under tables and beds so you dont suck up a piece of dropped jewelry or a crayon and kill the vacuum by splitting the fan blades on the motor shaft
Many people want the ability to see a little further under pieces of furniture and the headlight helps them do that. More and more though, vacuums are being made without the headlight. This reduces the weight slightly and consumers want a lighter vacuum.
To see into dark corners and under furniture.
The question should be... why DON'T they have windshield wipers? ;-)
So you can see all of the tiny but valuable/important stuff that has been dropped on the floor before you suck it up and throw it away.
when you are in a dark corner that needs to be illuminated so you can see for example cob webs out of the corner. (instead of missing them). The light also is for when you are forcing the vacuum under the couch you can see the dirt and other foreign objects :D
