When I accidentally got permanent marker on a hardwood desk, I used a combination of Windex, shaving cream, hairspray, and whiteboard cleaner to get it off. The stain no longer exists. You can probably try this again, I don't think anything would erode the paint. I also used a trick where you write over the mark with dry erase marker and wipe it off, the dry erase comes off completely and the permanent marker fades a lot (some people swear it for the whole shebang).
Don't use the bug spray it leaves an oily area that soaks in and messes with any kind of paint you try to put on the wall if the acetone doesn't work try a little water and some fine grit sand paper..

The solvent for permanent markers is usually alcohol. Get some rubbing alcohol and a toothbrush, and go after it. I suggest the brush, because concrete is porous, and the bristles will help.
