What an awesome business idea! Dateline recently featured a woman in the Baltimore area who is successfully operating such a business. She said because body fluids are considered biomedical hazardous waste, she took courses on handling and disposal of those substances. You may want to look at the Dateline archives to see if there is a contact for her to get more information from someone who is already doing it. But, I also imagine you will have to do some research specific to your state's laws and requirements.

I can only say what I know in Canada. There are a multitude of courses you'll need to take to even become an office cleaner, let alone a crime scene cleaner. The chemistry of cleaning these days is not like a little vinegar and water, especially if you're dealing with hazardous waste. Blood nowadays is hazardous waste. I suggest you call larger more established cleaning companies and ask them what qualifications they seek in hiring for office work, for industrial cleaners, and for hospital cleaners. Do not tell them you're thinking of becoming competition or anything else. They may give you a list of courses or certificates they would like you to have and ask where you can get them. You may also wish to contact your local police service and ask who does their cleaning and contact those service providers and ask what qualifications they seek when hiring. p.s. if you live in Bugtussle, Bacabeyond, call larger cities police depts.
