Washing machines: what does "tier 2" or "tier 3" be set to?

I'm looking for a very well-mannered energy reorganized washer and I'm puzzled by the "tier 2" or "tier 3" description that some machines have. Does the tier enjoy anything to do with the energy/water consumption?
Or if you could advocate a great energy star domestic device for less than $800 it would be great. So far I'm considering Whirpool Duet or Fisher & Paykel spirit star machines. (I do not care whether it's a front loader or not, best energy/water in your favour is more important to me).
