I want to glue those plastic cling decals they use on windows to my painted wall and im wondering if theres a good spray glue or something that dries clear and will keep it stuck to the wall?

You could try a general caulk that dries clear and brush it on with a foam brush. You could also try epoxy kind of in the same area of the hardware store. Really I would concider mounting them to another surface and then nail or hang that from the wall. It would be best not to glue to the wall for future use. It could be a lot of work in fixing/repairing the wall for future use.
