Chances are that you don't want it. Unless the dream home was built in the last 7 years there are many things that should be updated to reflect building practices that conserve energy, and reflect modern tastes.
If you find the owner you can ask them for permission to view the county assessor's/appraisers records. depending on the local jurisdiction the records may contain blueprints or detailed drawings. In either case you can take a copy of this to a drafts person and have them draw up the plans exactly the way you want them reflecting modern efficiencies.
If you want some suggestions on things to remember to do while building, message me and I will give you some tips. I designed and built homes for a few years back in the mid 90's. My designs were widely copied.

Check with the building department. Everybodys house plans are public record.
