The height of crown molding should be determined by the size of the room and the height of the ceiling. Crown molding is often specified by designers at about one inch of molding for every foot of ceiling height (so a room with ten foot ceilings might use a crown molding that is ten inches high.) However, in smaller homes this formula should be scaled back by as much as half so as not to overpower tiny rooms.

nope! You can go with an unsymmetrical looking size, if that's your pleasure. Most always the Crown is a little larger than the base. Good Luck
Not necessarily however the quality of the molding does. If you have a simple, cheap, rounded looking 2 inch baseboard, 5 inch hand rotored red crown molding may look a bit odd. If you can, take a sample of the baseboard with you shopping to see what it looks good with.
