The building department should be able to answer your questions, but there is not much you need to know. The new windows must meet the 2005 California Energy Standards (often refered to as Title 24). That means they must have a certain amount of insulation value. Almost all windows you buy now ill meet those requirements, basically at least double paned windows. You do need to get a remodel permit for the house when you do it if you want it to be legal. The permit will not cost very much at all. You can then go to a draftsman. architect, or engineer and have them look at your house and complete a report showing that you meet the energy standards, or the Building Department should have a handout telling you what windows will be acceptable for energy compliance. That would be the cheaper way to go, but some departments require all the caculations to be done.
