What is the best flooring to use in a wet basement?

Not flooded, just very damp and tends to mold.

If you have a dirt floor, you can add another couple inches of dirt. That might allow the moisture to be absorbed a little better.

If you have a solid floor, I would paint it with a couple coats of floor paint. It's available at most hardware or paint stores. It has an extra hardener in it that makes it more durable.

If your basement holds a lot of moisture, it's usually a good idea to get more air flow through the space. Maybe open a window or run a fan to increase ventilation.

If you regularly get water over your basement floor, installing a sump pump may be an option. You dig a hole in the lowest part of the basement, the place where water runs to first. The hole will fill with water, and the water can be pumped out to the driveway or the yard before the level of the water reaches the rest of the floor.

If water enters your basement mostly from one wall, or from one area, look outside to see if the drainage of water away from the house, and away from that wall can be improved. Many times the downspout from the gutters needs to be cleaned out, or unclogged, or redirected farther away from the foundation. You may need to contact an expert if your yard seems to drain water directly towards the house.
Firstly if the basement is in a building and not in a bungalow, i suppose it will be meant for car parking, if that is the case, then i would suggest you go for concrete with water proofing well done.
But if it is in a bungalow, it depends for what use is the basement? Again if it for car parking then the same suggestion as above i would say, but if you are using it for any other purpose, that would depend on everybody'w individual choice. but whatever you are doing, see that the water proofing is done perfectly cause at the time of rains you should not have any kind of problems.
If the water problem is really bad you could paint it with a good porch and floor paint. It comes in any color you want and you could even paint it in a tile design of some sort. It is at least very easy to clean up. There are raised floor options that you can buy at many hardware stores. They come in about 2 foot squares and you just set them on the floor and fit them together and lay any other flooring on top of them. They are however fairly expensive and you would have to buy the flooring to go on top besides so it ends up being pretty expensive. Look into it, you never know. Good luck.
