Is it possible to paint a kitchen countertop made of laminate?

What you are going to have to do is this.
STEP 1--- take sandpaper (a heavy grit is best) and really rough up the surface of your countertop. make sure you get everywhere. This takes off any shine. Then take a small grain sandpaper and go over it again, this makes it a bit smoother.
STEP 2-- this is really important. You need to ask at a paint store about getting a high grip primer. The high grip primers are what companies use to paint over fire or smoke damage, etc. IT hides imperfections, and will stick to just about anything.
Put 2 coats of it on, letting dry completely between coats of primer. Then let the final coat dry for a full 24 hours, just to be safe.
STEP 3-- Paint with your colour of choice! I'd suggest oil paint, but you can use latex if you're going to seal it with urethane after you paint it. Let dry for 24 hours.
STEP 4-- if you use latex you do NOT want to miss this step! GEt clear urethane and do 2 coats on top of the paint. LEt dry for a couple hrs between coats. And try to let dry comppletely before you put anything on the counter.

No it will peel. If it's white and has stains, try scrubbing it with softscrub cleanser with bleach.
It is possible to paint it with a water based acrylic paint, but I will not reccomend it, the plastic lamiate - formica is a non porous material making the paint really hard to stick. Also, if you keep on working on top of that surface, the paint will start to scratch and peel...I would go to your nearest Home Depot or similar store and see the option for a "preformed" countertop similar in size. They might even have installation service... Replacing it shall be a better option.

The vulnerable spot is the kitchen sink area which should be sealed with urethane caulk at the backsplashand around the sink. You want to stay with water-based material to avoid creating a fire hazard around your stove. The products used on garage floors these days should hit the spot, including H&C, Rustoleum, and Shield-Crete. They have those cool paint flecks that give a terrazzo-like finish. Good luck!
You Can Paint over laminate I used a product called XIM bonding primmer then finish coated with a industrial enamel semi-gloss rough up the surface with sand paper 80 # grit. wipe down with denatured alcohol use a neoprene roller cover this will give you a nice finish ,on the 2nd finish coat I mixed some clear Ureathane to give it more added protection.
