How to re-paint an ancient dresser?

I bought this old dresser and I considered necessary to re-paint it but i'm not sure where to start. It's a threatening tan color and it's be stained, but i can peel it next to my nail so I know i own to sand it off. I required to re-paint it black. So basically get hold of rid of the stain and cover the wood, then re-stain? Any suggestions? I live contained by an apartment and obviously i know paint take a while to dry and i need ventilate space. I want this to be fast and well-run.
