What are the laws on hardwood flooring in Los Angeles (or other cities) Can a condo building really Ban them?

Yes. The person above me has hardwood floors and I hear them walking around all the time. Even with their shoes off the boards still creek. It is annoying!
The HOA is looking at banning new wood floors.

Most condos have home-owners associations to protect the interests of all the owners... so, if your association has issued an edict against hardwood floors, then you may very well be out of luck.
And there's only so much you can do for acoustical consideration for your neighbors, I don't care how far above and beyond you're going with the noise restriction requirements.
I'd make sure you know exactly where your association stands... I've heard of people losing their homes simply for not paying the association fees... so I can't imagine what kind of legal recourse they potentially have if you go against an ordinance which causes grief for another condo-owner. you could find yourself in deep doo doo.
