If you are talking about cedar shake siding, it doesn't HAVE to be removed. Just put a house wrap (vapor barrior) over the shakes before re-siding. However, if you want a good looking result, I'd suggest removing the shakes. Leaving them on may cuase the new vinyl to look lumpy or wavy. This is not as big an issue with wood or aluminum siding as they are more rigid.

???????? if your talking about the roof then deal with that when the time comes. but if for some reason you have shingles for siding now, then just go over them.
hmmm only thing i can think of that ur talking about is that u have wooden " shakes" on ur exterior walls. the vinyl installer should install 1 x 3 or 1 x 4 batts( boards nailed over shakes from top to bottom) and then install the vinyl over it attached to the batts. make sure he uses the proper length nails so that when he nails the batts up he hits the plywood on the walls or if none there that he hits the studs.

You need to check your local code enforcement office. Many communities have different codes for this.
