Why do home front doors spread out inwards and public building doors unstop outwards?

Answers:    Most localities require outward swing doors to aid contained by evacuation for fire and other emergencies. Home doors do not enjoy this code requirement and are thought by some to be safer against home invasion attempts.
I work in a public building and the door open inwards.
