It is best to put an undercoat on plastered walls first otherwise the plaster will absorb the paint and you could spend a lot of time and apply a lot of coats to get the desired effect.

We have just moved into a bungalow and the bedroom needed plastering on a full wall. Let the plaster dry fully (2- 3 days) put a white undercoat on and then you can paint whatever colour you wish. We done our bedroom in light baby blue by the way.
Hi, if the plaster has been newly skimmed. Wait about 3 days minimum before you touch it, it will go to a white pink colour when it is fully dry. At this stage you can get some wallpaper paste and really water it down - this is called sizing and there will be measurements on the packet for this. This will seal the wall as the plaster will be porous and suck in moisture. When that is dry you can do a few coats of watered down paint, again this helps with the sealing and cuts down the cost of paint. If you paint the plaster too quickly when it is still termed 'green', when the paint dries you will be able to peel the whole coat off the wall in a sheet - not too nice in your lounge!

Only when it is fully dry, best way is to hire a dehumidifier for a few days.
A good undercoat (several perpose made ones available) will seal the Plaster, then paint on it.
You have to make sure the plaster is smooth, and well finished, else the paint will really show up the marks.
Some people will put a lining paper on the walls first, and paint over thatl. This hides some of the bumps, but only works if the paperer is good.

Newly plastered walls should always be painted with 'contract emulsion' - first apply a thin primer coat that has been watered down as the tub advises. Then 2 top coats of neat paint. The room should be lived in for at least 6 months until the plaster has dried. After 6 months fill all shrinkage cracks and you can now use a normal sealing emultion that has vinyl in it. ie wickes vinyl emulsion
