Depends on the type wall you have , I would use strip-eze paint remover sparingly only where the paint is let set a few min and with a trial scrape it off.

Try paint-thinner.
Depends on how big it is, or how long the paint has been there. Try turpentine (used for oil painting, also is toxic) and a rag. If it's dry and the turpentine doesn't work try sand paper (by hand or electric sander).
It will depend on the material of the wall. You could try to scrape it but will pobably need to Paint over it.

use a very small brush and apply paint stripper very carefully for a few minutes, then scape it off and wash down. It may be quicker to sandpaper paint off and repaint the whole wall.
