Building permit needed and city statue says only contractors can do the work? I cannot do the work.?

most county's in florida do allow the owner to do work himself. call the building department and ask them if you can pull an owner permit for the work.

i believe you can do it yourself.in contractors box.just put your name,and self installer.if your are putting this floor over an existing floor ,you really didn't need to get a building permit.it's kind of like replacing your carpet. i think the law states,if your are repairing a pre-existing w/new ,no permit if you are adding a new floor for first time,maybe.just tell them you are updating or repairng existing floor.for outside re-building of pre-existing,you need a permit.
I'm a contractor , you do not need a permit for repairs. if it is an addition to your home then yes, but to replace your floor, you do not need it. And yes you can do the work on your home. You do not need anybody for your work. I am surprised that home depot would charge 15% restock fee. I would talk to a manager about that and take it back. And do not pay the contractor 400 for his name, I'm sorry but that's bull ****. Any work inside your home I know for a fact you do not need a permit. I would call Home depot and complain, I would take it back for the principle of it and go to Low's.
