Answers:
It depends on the condition of the old walls and the kind of wallpaper. If you are renting you should consult with the owner or manager before doing anything. You can get in trouble for a bad paint job. Sometimes painting over wallpaper is the best thing to do. Sometimes it makes it almost impossible ever to remove the old paper. Sometimes it looks worse than before. Go to a good paint store or department and get some expert advice.

there is a paint that has tiny wood chips in the paint, provining you old paper is sound you can paint this any clour over the paper, the wood chip in it leaves a rough type of surface so you wont see the paper joins or pattern throught it,and best of all its washable and long lasting
The paper on the walls must be very well stuck, to the point you can't peel it off even if you try. It must be very think wall paper. (Not vinyl). Only then can you paint over it. If you decide it is really stuck and after you start painting over the wallpaper "If" the wallpaper is not stuck as well as you thought, the wallpaper will start to ripple and come loose. Now you will have a mess on your hands and will have to take off the paint and the wallpaper. Good Luck
