2. Prime the walls beside an oil base primer. I suggest Bull's Eye 1-2-3 or Kilz. You'll only obligation to prime with one coat.

try using killz and killz primer first
They have some sort of paint that you can carry at the hardware store whose name escapes me at the moment, but primarily you paint it over the spot, then put the paint over that. It works pretty okay.
Prime it first, then paint
You should other clean the wall BEFORE you paint. But presently that you've already put some paint over it, you'll have to use Killz primer. Very Stinky so clear sure you keep window open!
you could try a sealer paint, but i muse the offending mark should be removed first. even if you enjoy to cut the thing out and repair the hole first.

Go to Home Depot or Lowes....they supply primer...Killz. The have sundry different primers that specialize in covering different things...mold, stains, darkened paint, stains, etc. Paint over the area next to at least two coats of primer and top that bad with two coats of paint and adjectives your problems should be solved
