ow do i put lining paper on plastered walls ?

we have ruff plastered walls, how do i put lining paper on them so they can be painted ?

You will to sand the walls. No paper will stick to a rough surface. The roughness of the wall will leave air bubbles underneath and eventually peel lose. Good luck...
