wondering if you can decoupage onto mat paper or foam board?

Answers:
I've done both. One word of caution to avoid disappointing results, however. If you decoupage on mat board that is textured, sometimes the texture will show through your decoupaged image once the medium dries. You can add more medium until you get a thick enough coat, but in my experience that is usually an additional 3-5 layers of decoupage medium. It is really cool to use foam board to make 3-d decoupaged items!

I don't see why not. It's all the same process no matter what you do it on.

You can decoupage on just about anything! Go for it.
