Tile-grouting?
If that is right, why not doing the same, when an old grout becomes dirty and uncleanable.
Is it also true that some tilers would apply grout like one would apply icing on a cake, rather than the normal method that we all know.

I've installed thousands of sq. ft. of tile, and for me,,, I'd want to be out when the job is done,,,,THE FIRST TIME!
If any contractor needs to level grout it should be accomplished when the initial effort is made. Proper techniques and sponges/wipe down is the way to do the job correctly. Returning to a job that needs another application is no promise that the second time will get the job done.
Regarding cake icing: The application of grout is messy no matter how it's done, a professional knows what is needed to keep the messy to a minimum. Putting down more grout than is needed to fill seam lines is just a waste.
Re-grouting: Removal of old grout is the best way to go, and not horribly difficult. Adding new grout over old grout lines means your new grout will be paper thin at best and degrade easily.

Acceptable level is a pre requirement for any tiling work.Only defect will need to do a second application due to poor workmanship.Always get a very experienced man to do the job and always insisted for a perfect level and expect to pay for quality job.no compromised.

Sounds to me that someone is giving you bad advice. The grout should be just below the surface of the tile, not exactly level with it. Stick with the old and proven method.
