don't know what part of Texas you live in but where I live in south central Texas you can plant Texas sage, lantana, and esperanza to name a few these are all drought tolerant plants

Texas is a HUGE state, with lots of different climates. For the best information on the plants that grow in your area, I would suggest either going to an home improvement place, or to a plant nursery. They can tell you what would work best in your area.
Another thing that might help is to recycle your water from showers and put it on the yard, or whatever you plant, to water it. It is a simple set up with just a pump and hose to get the water out of the tub.
I also live in Central Texas. I have a small oak tree that is very young, but growing well, even with the lack of water. I have the ac hose draining on the tree, so that it has plenty of water.
Good luck with your yard, I know how nice it is to have tree's and bushes around to help keep the heat to the minimum.
I have aloe vera and I don't water them. Even with the lack of rain that we have had until just recently they have done really well.
I would wait to start any trees.
