Artex is OUT. It'll be in fashion again, one day, but, unfortunately, right now, to have artex in your house is like having flowery wallpaper. (I know, some people like that too). Artex is a PAIN to get off, but an estate agent would tell you to get rid of it.
But then again, I remember the time when people were painting over all the wood features in their homes, carpeting all the floorbaords and boarding up their fireplaces. Now all that stuff adds VALUE to a house.
You could get away with keeping it, but it will definitely put people off simply because it is such a pain to remove.
I don't like Artex but I don't think it would put me off buying if everything else about the house was right for me, its a pain to get rid of but not impossible...
Don't take the flip this house show too seriously, if the ceiling is still in good condition, save your money. Take care of the main structure first, cabinets, counters, pluming,flooring, etc. Your exterior also makes the first impression, make sure that that is addressed as well. Remember your trying to get in and get paid, your not going to life there.
Artex is a matter of opinion. Personally I don't care for it and in older houses it does look a bit out of place. I'd recommend skimming it rather than trying to remove it - it may contain asbestos which can be really harmful.

Artex is the name of a world-renowned fine art shipping company based in Landover, MD.
Artex is a surface coating used for interior decorating, most often found on ceilings, which allows the decorator to add a texture to it. The name Artex is a trademark of Artex Rawlplug Ltd, a company based in the UK.
Care should be exhibited when working with old Artex surfaces as the original formulation of Artex contained white (Chrysotile) asbestos. This practice ended some time around 1980, although reports vary.
It is easy to remove if you know it does not contain asbestos just spray with water keeping it moist, let it soak for a few minutes and scrape it off with a taping knife. Smooth ceilings are easier to maintain and fix if that time ever comes.

Keep the character of the "old" house but update stuff like old drafty windows and doors, and cracked walls.
