can you paint over paneled wall papered walls?
Answers:
if it is the best option for you, there is this primer called 123 Primer, It is much much better than Kiltz. It Seals all porous surfaces - new wood, sheetrock, masonry, Adheres to slick materials - gloss paint, tile, metal, hardboard. Blocks out stains - cedar & redwood bleed, graffiti, crayon, rust. For interiors & exteriors. Dries fast, cleans up in soap and water. I painted my moms wall papered paneling with it, and I also painted her formica counters and it does not peal off like the kiltz primer would. wonderful stuff.

it should be okay. Important-use an Oil-based primer. a latex could cause the wallpaper to peel. Benjamin Moore make a product called QD-30. it is a Quick Dry oil based primer that should work great, then top-coat with any latex paint.

yes, use an oil base primer, then latex paint
You can use a product called KILTZ primer. This is a common brand primer that can be bought in home depot, lowes, or many other hardwares. It will cover well and cover any staining you may have. I did maintainance for a mobil home park and we used this product all of the time. Just be sure your walls are clean before you start to paint. Also, you may need to put 2 coats of primer on before you paint.
Yes you have got to use a paint that kills stain the color or the ink will come through ( Kitz ) is you primer.
If you cannot find this, just find a stain killer and finish over with an latex paint.
