Hi,
What an exciting project! Are your kids girls, boys, or both? That might assist dictate the colors you choose for the top and bottom. Like you, I'm hardly a decorator but I'll submission my two cents for whatever its worth. Because the stripe have very vibrant and energizing colors, I would paint above and below it beside the cooler tones to calm it down a bit (green and blue). I'm not sure how gummy the strip will be...if you make it fatter after I think it would speak for yourself and you probably wouldn't put the dots on because it might be too much. Maybe draw from some paintings or other art instead contained by those colors.
If you like the dots opinion, then possibly do above and below in a colourless color like camel or tan on top and next a calm blue below the file. I wonder if instead of dots, you might work with squares. You can turn those at different angles to engineer different patterns or even spell out words "Play" "cram," "grow," or your kids' names. I would have a sneaking suspicion that you could echo any of the colors surrounded by the stripes in your squares or dots. Or you could resonate the blue from under the stripe (if you prefer to paint the bottom half blue).
If you give the walls a neutral manila, you could always bring out the louder colors by putting down a rug surrounded by that color.
While I love the colors red and orange, my concern would be that the brighter colors would be overwhelming and the stripe might carry lost in them...and it might over-stimulate the kids.
Just my thoughts -- honest luck and above all, hold fun!
I would do green on the bottom and blue on top, like the grass and the sky.Put some different sized striped dots,as shown within your picture, and some different solid colors ones too. Use the bright colors, oranges and reds etc. for accents surrounded by the pillows, storage containers, curtains and rug.
