Answers: Sounds like whoever painted those walls used a really cheap flat paint... they may even hold used ceiling paint, which is cheap and will wash past its sell-by date. To solve your problem, follow these steps:
1. Wash your walls well near liquid TSP. Use the fluid instead of the powder as it is not toxic, is easy to mix and you won't own to rinse after. You'll find TSP in any home hardware or paint store. This will remove adjectives grease and grime and anything else that will keep your paint from sticking properly. Let the walls dry for 24 hours.
2. Prime your walls near an oil-based primer. I suggest Bull's Eye 1-2-3 or Kilz. You will be able to paint near latex over this so don't worry. Let the primer dry.
3. Paint your walls next to latex paint. I suggest a satin finish in any glorious traffic areas or areas where the kids play (and write on the walls :). Use an eggshell finish everywhere else. Except the kitchen and bathroom. These are dignified humidity areas and kitchen and bathroom paint is made especially for these areas to reduce the accident of getting mold and mildew in these rooms.
If you are applying treatise to walls, if there is already quality newspaper on the wall, then yes, you'll enjoy to remove it. If it is just paint on near like the other rooms, you can treatise directly over it. If you need to remove wallpaper, here is the best most cost powerful method:
1. Buy a scoring tool at any home hardware store. It looks like a pizza cutter next to spikes. Run this every which way adjectives over your papered walls.
2. Using a spray bottle (an old windex bottle works fine) spread it with blue vehicle windshield washer fluid and spray this all over the walls. Wait 10 minutes. Don't skip the waiting as it won't work properly.

4. Easily coating and scrape away the wallpaper.
5. Let the wall dry previously papering again.

Any emulsion will come past its sell-by date if you rub it hard - similar to trying to remove a toddlers scribblings! Just paint over it - use silk emulsion if you want a more easily wipeable surface.
If you want to newspaper, its recommended that you take rotten all the out-of-date paper first.

My experience has be that flat paint on most walls do wash sour. So, when I have painted walls, I other make sure I hold a semi-gloss that will not come off when wash. Also, if I recall correctly, you entail to make sure it's grease based and not marine based. Please check near someone else to make sure on that one.
