I stripped old wallpaper from a bathroom but found out that the previous owners put plaster over parts of elder wallpaper underneath and the paper isn't coming past its sell-by date easy. Would modern wallpaper cover and stick to the old wallpaper (backing). I get the top layer stale before finding adjectives the problems. Half the wall has the article backing on it still. I be going to paint but no way I can do that immediately without even more work.

I enjoy seen this done, infact when I go to take down some wallpaper surrounded by my home, there be several layers of diffrent kind of wallpaper through the years.
Have you tried sanding the wall daily so it looks even?
(So that maybe you could put a primer down and consequently paint)
Use a wall primer and then wallpaper over it. This is not duplicate as primer paint - it is a liquid that you wipe onto the wall up to that time wallpapering. I used it in a similar situation several years ago. Your wallpaper store or home improvement center should be capable of help.
