Can plastic vertical blinds be painted?

Yes they can.
There is a new product on market "Fusion" : by Krylon that promises to adhere to any plastic surface.I assume other manufacturers have comparable products.I haven't
had time to check them out yet.I will be doing plastic exterior shutters with the fusion in about a week.

No- Why Did You Paint Them?
You could unhook them from the top part (so you don't make a mess trying to paint around the clips and stuff)...
Grab a few cans of spraypaint (and remember, for the most part, the more expensive the spraypaint, the better it will look when you're done) - The fleckstone stuff would make for a nice textured finish... but it may chip off easily when the blinds rub together
And hit it with a can of spray clearcoat to make the blinds kind of shiny and to keep the paint from chipping as easily...
I have worked with Rustoleam's spray paint for plastic on my shutters outside and it adhered very well and did not fleck off.
There are paints made to stick to plastic now. Make sure that is what you use
